Faulty toilets are usually caused by not filling or not emptying out of the cistern. Not filling is caused by either dirt in the water supply restricting the flow or something like an airlock. Not emptying out of the cistern is caused by a faulty syphon which sucks the water out of the cistern into the toilet below. If a toilet is continually blocking, its usually due to incorrect installation with a sealing washer snagging the foul waste. This will either be obvious upon removal of pan or may need to be surveyed with the camera and remedial action taken.

The tenant upstairs in this property in North Strand was oblivious to the fact that every time they flushed their loo it was dissappearing from their view but was re-surfacing up through the toilet downstairs.
